NONSENSE
The registry setting “StartupDelay” controls the delay before the indexing service begins scanning. It’s purpose is to delay indexing until bootup is complete. The default of 8 minutes will usually accomplish this. Changing this to 40 seconds as suggested may allow indexing to begin before bootup is complete, thus SLOWING the process.
Of course if indexing is disabled the setting will do nothing.
